    • (Seiter, 2011) "If, as proponents of the use of incarceration argue, incapacitating offenders in prison reduces crime, then at some point a large number of potential criminals will be in jail and prison, and the increase in new admissions will have to slow down" explains the growth and reduction rate of the unpredictable rise and fall of prison populations which makes sticking to a schedule far more difficult than relying on a strict policy for maintaining prison policies. As prison population fluctuates unpredictably the stabilized policies structured to organize current and past trends make future organization difficult and prior monitoring strategies not as useful.

    • Legislation plays a major role in the corrections staff gaining ability to alter the ways in which offenders are treated. The treatment of offenders is easy to comprehend by simply offering prison surveys, obtaining opinionated grievances not for only emergency complaints, but just for the purposes of gaining feedback for new ideas.
    • Politics plays a major role in obtaining changes, however budget allotment controls the changes successfully becoming reality for not only the staff, administration and contractors of the corrections team, but most importantly for the offender who must remain throughout the duration of their service inside the housing provided to make amends with society and especially without costly migration from jail to prison or facility to institution.

I agree Professor that although the idea of reentry is a great one, depending on the level of monitoring required for prisoners released back into society the vast options aren't necessarily considered as an actual downfall or 'relapse' for those who are in need of positive and frequent reinforcement. Just house arrest with complete freedom doesn't protect the offender from offending and re-entering the prison system shortly thereafter before completing the initial community-centered program first.
